Oh man. You didn't hear until today? It was already known yesterday! Where have you been? Or will it also be a rather shocking fact to you that the world is round, and not flat? Yannick?

Eitherway, congratulations. Nevertheless, software patents still exist per country. The only thing that was rejected is a European-wide attitude towards software patents. It's a good thing though, since this European attitude has some _very_ American characteristics, which are rather scary for us Europeans Very Happy

the idea of the proposal was pretty good though, right? I mean, wouldn't it be beneficial to get a standard for software patents that is accepted internationally, so people who develope software don't have to worry about local laws in various countries?

Not really as one had to get a huge amount of money to patent something. Therefore small developpers could not patent their inventions, and some basic inventions (like the progress bar) could have become patent pending...

Therefore this news made me scream a big "Yahooooooooo!" like Yannick did !

I think the main problem lays within its retroactive effect. Patents are good, but only if they protect things that _might_ be used by others, and not if they protect things that _are_ used by others (such as scrollbars, double clicking, using one click to get a product in a shopping cart et cetera). If they would agree on only using patents for new (so currently not implemented) things that are unique (so not nonsense like "a software package that allows users to archive, sort and play music in, and synchronize with an on-line store" (iTunes, anyone?), then it probably be a good thing, yes.
