Euhm.... Yeah, fix it.
Well, for one: i don't think background with gradients look so nice, i prefer one or two color, no crazy stuff. Also I would make the tables borderless, the borders just don't look nice, and they never will. You see, I clicked on 'Submit a song to PureOriginal.com', and that looked a whole lot better. More open and stuff. I don't know I would just say, don't try to make your website too flashy, just make sure people want to read it. |

I would start with sketching your site on paper. Make an overview of what the goal is, what content should be available, what the hierarchy is, and what the visitors might want to find at your site.
Then create a very basic skeleton of contents, such as the main left menu and the main body. Simply use black and white, and try to imagine what your visitors expect of your site. A very important thing to keep in mind is that you make the site for visitors, and *not* for yourself!
After that is done, start doing the actual design. If in need, ask friends with better graphical skills, or use a pre-fabbed CMS (which normally demands a mySQL table, but probably there are also standalone-PHP sites).
Remember: try to discuss every stage with one or more people. Introspective research is definately not the right thing to do with site-design, since you are the least important visitor of your site.
Essential reading: Designing Web Usability by Jakob Nielsen. Should be cheap second-hand, and gives amazing insights in what's important and what not.
Furthermore: the lay-out is very important. If your own designing qualities suck, then let someone else do it.

It's a non-mySQL driven PHP CMS. Try it. I don't give support for it, but it might do the trick
