No, it is just a partition to store your pagefile (virtual memory a.k.a. swap).
NTFS is stable indeed, and provide ACL's for security. But for raw performances, FAT is better. For instance, I have my windows partition in NTFS, my swap in FAT16 and the rest in FAT32.

Cute idea. I'll go for that when doing a fresh install. Any downsides to such a system? Awefully afraid that files might become corrupt one way or the other if transferred frequently from ntfs to fat32/16 and back. If not, I'll go for it, sacred cluster-wizard!

The only downside is that you have to "sacrifice" 1 GB of your HD - but that shouldn't be a problem these days.
I'm not sure I understand why you say files would get corrupted while being transferred frequently... I suppose that files remain intact, since that is just some data transfer. They might get corrupted if you have a powercut or something like that during the transfer, or if your HD contains bad sectors. But then, it is not due to the partition format at all. The only thing you will loose is the ACL when you transfer a file from NTFS to FAT16/32.
And you don't have to make a fresh install to have this. Partition Magic can help you to make the swap partition somewhere. But I'm not sure if it can convert NTFS to FAT32.

NTFS partitions can't be resized. so if you want to make an NTFS partition, create it to size you'll want5 it to be, then add the fat16/32 partitions. |

Er. Uhm. I know *quite certain* that I've resized my ntfs partitions with partition magic. It takes a bloody long time, but it surely is possible. Magic huh? Guess that also explains the reason why they called this program the way they called it

But what you don't mention is what size the windows partition (NTFS) and swap partition (FAT16) should be. |

Swap partition should be a bit bigger than your total amount of virtual memory. 1 gigabyte should do the trick. I myself have a 1 gb swap partition, and you can configure windows so that it knows that your minimum swap size is 756 mb (standard), with a maximum increase towards 1 gb.

ive been looking up terratec, but the only problem is. i looked up dealers and there arent any near me. So i dont know what to do....im lookin at the same cards he is
the audigy 2 platinum and the terratec ones. |

I hate creative. I'm sorry, but I can't be objective on this matter. Where do you live? Consider ordering via an online computer parts store if you really want the phase card. The platinum 2 should be available almost everywhere, and is bundled with three gigs of pure crap, terrible software for controlling various useless options, a great ability to keep messing up settings, and a soundchip that influences the music it generates, and thus sucks as a producer card.
But, as I said, the choice is up to you

No, I can't tell, since it depens on where you live on this world Define a: where you live, b: what the possible online sellers are, c: compare their prices, d: compare their rules for delivery, and e: make up your mind
If you still need to decide between the terratec phase and the creative audigy, try finding reviews of both via google (search query: 'terratec phase review' or 'creative audigy zs review') in order to get an objective idea of what the possibilities are. Remember though that creative cards are more general-customer targeted, and terratec more audiophile-public.

The company where I do my parttime work does sell Terratec cards, and they are a rather large but mainstream computer company. It shouldn't be that hard to find a store that sells them.
Must say that I haven't been able to trace their Phase cards yet, because they are especially for the producer-segment. Any dedicated audio-store will have an online-segment, and thus the ability to order it via mail.
