help with VST building to fix MIDI OUTPUT PROBLEMS?

Since madtracker development is dead, but still there are a bugs to fix I come to one suggestion which will solve atleast MIDI OUTPUT PORT PROBLEMS and would help tracking more fun with hardware.

Can someone make this VST plugin which is doing the following -- each time when the madtracker stops, that plugin will send "kill all notes" on the associated midi output device and channel. Thats all I need.
And usage: just loading as VST instrument,
and mapping it to instrument, and then selecting midi device and channel for that in that VST itself (so, VST will get information about all possible existing midi outputs which are in Madtracker. Atleast 16 midi output ports, and for each output port 16 midi channels.
For example: in the system where is only one soundblaster and general midi, that Madtracker recognizes and shows that soundblaster midi port and general midi as midi output ports.
But in the system where you have besides Soundblaster, and MOTU Midi Express XT with 8x8 ports, that Madtracker sees
following things: soundblaster midi port, general midi port, motu output 1, motu output 2, ... motu output 8.
So, it would be in one drop-down list.
and then its just ok if it sends to the whole port that "kill all notes" to all midi channels, or it sends to only one selected channel... which ever is easier.

Thats my wish.

Its ONLY function is that when madtracker sends "now sequencer stopped", that plugin sends "kill all notes" midi command on that assigned channel. and its not used to enter the notes.
How complicated this hack would be?

why I need that: Its all becouse of one bug in MT2.6.1
Problem is that when making song with hardware MIDI instruments, then madtracker does NOT send note-offs when I hit stop and notes are hanging on . No such problem with VST synths.
And so which is resulting that EVERY time when I stop madtracker I have to hit "panic button" on my hardware midi devices too. But this kind VST plugin would solve that problem atleast!
I map this plugin to every midi output and channel which is in use in my project.

or can atleast someone get me an example code for this ?
