From what I can tell, only if the mail server itself is running on that same ip address, you could reach the mail server. But that doesn't imply you can actually write to an ip address. I'd say: no. You can though block the ip address, or ddos the ip address if you want to do anything back 
And to get back to topic: exams and some work that has been laying here too long.
