How do I create sounds?

I am new in this, but are VST plugins what I am looking for?
Please tell me in detail what I have to do, because I have absolutely no idea how to make my own sounds using plugins or whatever..
I've tried a bit, but I haven't found out anything.

Now I see why I didn't figure out.
I'm using an old pc now, and for some reason, I can only play sounds with Z. (I can't play other notes, why?)

What is a tracker?
